The Maryland Department of Commerce is seeking qualified applicants for the position of Database and Grants Manager (Agency Grants Specialist II) within its Division of Tourism, Film and the Arts, Maryland State Arts Council (MSAC). The primary responsibilities of this position will be to manage database systems and reporting functions for MSAC grant programs. The incumbent will also supervise a Management Associate. The position is responsible for all database management and related reporting activities for 800+ grantees annually. These activities include: supervising the planning, development and implementation of the electronic grants management system including: database, custom Web-based electronic grant application system, and custom Web interfaces to specialized Arts Council databases; testing of e- applications; compiling statistical and budgetary data; maintaining an automated tracking system for all grants from inception to close; coordinating the preparation of grant packages; reviewing, analyzing, reconciling and monitoring grant agreement invoices; and initiating and monitoring the grant payment process.
The selected employee must possess advanced Excel and Access skills; Microsoft Word and PowerPoint experience; strong written and oral communication and interpersonal skills to work with high level public and private sector officials; in addition to being able to effectively present information, explain policy, respond to inquiries, and complete concurrent and high priority tasks.
Minimum Qualifications: Possession of a Bachelor's degree from an accredited four-year college or university with three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
Notes: 1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience. 2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
Preferred Qualifications: One year of supervisory experience.
Selective Qualifications: Two (2) years of experience in the use of Excel (advanced level), and Access (advanced level). NOTE: This experience is required. Please describe in detail any job duties relating to the qualifications stated and include any computer software used (ex. Excel, Access, etc.) in each of the positions you held.
